In addition to their hands-on role, they also play a crucial teaching role, educating patients how to care for their wounds after they return home. To be eligible for the HCBS waiver, applicants must be aged 65 and over, Idaho residents, U.S. citizens and have a neurocognitive disorder that prevents them from functioning normally. The applicant must also have an income on or below the program's limits, which as of 2021 stand at $1,482 for an individual and $2,004 for a couple. For those who successfully apply, the waiver can meet some or all of their memory care medical costs but not their room and board fees.

Generally, Medicare and/or Medicaid will cover the cost of home health services for those patients who meet either program’s eligibility requirements. Private insurance companies, managed care organizations, and workers’ compensation plans may also pay for home health services.
